Hon. Deborah Rachelle Fluker

Deborah Rachelle Fluker was born on October 30, 1964, in Long Island, New York, to the late Gary Kirk Neuman and Barbara Smith. She was the only child born to their union, and from an early age, she was surrounded by love, encouragement, and a strong foundation that would shape the remarkable woman she became. As a child, Deborah had a vibrant spirit and a wide range of interests. She loved to dance, roller skate, and ice skate, and she found joy in getting lost in a good book. She often credited her mother for instilling in her a lifelong love of reading—one that stayed with her throughout her life and career. Deborah graduated from high school in 1982 and began her college journey at American University, where she majored in Business Administration and pledged Delta Sigma Theta Sorority, Incorporated, CAU Nu Alpha Chapter. She later continued her education at the University of Virginia, earning her Bachelor of Science in Finance in the Fall of 1984. After graduation, Deborah returned to New York and began her professional career at New York Life Insurance Company, where she worked as an annuity adjuster. However, her dislike of the cold—and perhaps her desire for something more—led her to relocate to Georgia in 1988. There, she joined Macy’s and Company as a financial analyst. Though she found success in the corporate world, true to form, Deborah made the bold and courageous decision in 1994 to leave corporate and enroll at Georgia State University College of Law. She graduated in 1997 and passed the bar on her first attempt; this would be one of many firsts for Deborah. Deborah went on to build an extraordinary legal career marked by perseverance, excellence, and a series of historic firsts. After attending law school and passing the bar, she became the first African American Assistant District Attorney in Hall County. She later transferred to the DeKalb County District Attorney’s Office, where she met her beloved husband, Reginald Fluker. They went on to get married on January 2, 2004. Continuing her public service, Deborah later transferred to the Gwinnett County District Attorney’s Office before founding The Fluker Law Firm. Her commitment to justice and her community led her to the bench, where she continued to break barriers. Judge Fluker became the first African American municipal court judge for the City of Suwanee, the first African American female municipal court judge for the City of Dacula. She also served as a Magistrate Judge for Gwinnett County and ultimately fulfilled a lifelong dream when she was elected as the first African American Superior Court Judge in Gwinnett County in 2020 for the Gwinnett Judicial Circuit. Judge Fluker was re-elected in 2024, a reflection of the respect and admiration she earned throughout her career as a judge known for fairness and integrity. Deborah’s life was defined not only by her many career accomplishments, but also by her love of family. Though Deborah loved her work and the calling it represented, what she cherished most was her family and friends. In 2008, Reggie and Deborah’s life was forever changed when they made the decision to extend their family by adopting their two children, Adrian and Aundraya. They brought joy to her life in a way that she could not describe. In every conversation, they were a highlight. She made it her mission to instill in them the values and strength they would need to succeed in life. She wanted to make sure they knew how much they were loved. Her relationship with her husband was also one of greatest joys. The love shared between the two of them was palpable. Of Reggie, Deborah said, “In you I have a spouse who understands what it means in sickness and in health.” She is survived by her beloved husband, Reginald Fluker, and her two beautiful children, Adrian and Aundraya, who were the center of her world and her greatest joy. The Honorable Judge Deborah Fluker also leaves behind a host of loving family members and dear friends who will forever hold her memory close. Deborah truly lived life to the fullest—with courage, purpose, integrity and no regrets. She was one of a kind. Her presence was a gift, and her absence will be deeply felt by all who knew and loved her. If you had the privilege to be her friend, you were both blessed and protected. She loved fiercely.
